For Your NYC Required Gas Testing of Piping Required by Local Law 152
Under New York City Local Law 152 of 2016- all exposed gas piping systems within commercial buildings shall be periodically inspected by a licensed master plumber for excessive corrosion or piping deterioration, illegal connections, and non-code compliant installations. Utilizing a portable combustible gas detector is required and the inspection shall cover all public spaces, hallways, corridors, and mechanical/boilers rooms to determine if there is a gas leak. An inspection revealing a gas leak, or evidence of illegal or non-code compliant installation must be reported to the building owner, the local utility and the Department of Buildings immediately. The building owner must take immediate action to correct the condition(s) in compliance with the New York City Construction Codes and any required permits. An unsafe or hazardous condition may result in immediate suspension of gas service to the building until the piping systems are repaired or brought into compliance.
The New York City gas line inspection Local Law 152 went into effect as of January 1st, 2020. Local law 152 states that all buildings that are Not R-3 occupancy(2 family or less) must have their gas piping system inspected once every 5 years. This must be done by a NYC DOB Licensed Master Plumber for all exposed piping from the point of entry up to but not including the individual tenant spaces as well as a gas leak survey of all common area, mechanical rooms and laundry rooms that may have gas piping.
Within 30 calendar days of the inspection, the Licensed Master Plumber must provide to the building owner a Gas Piping System Periodic Inspection Report (GPS1).
Within 60 calendar days of the inspection, the OWNER must submit to DOB a Gas Piping System Periodic Inspection Certification (GPS2) signed and sealed by the Licensed Master Plumber who conducted or supervised the inspection. The GPS2 submission is to be completed by the Building Owner on the NYC Department of Buildings GPS2 submission portal. There is no filing fee at this time. According to the DOB, no login will be required but DOB reiterated that the law and rule state that the owner must submit the form that has been completed by the Licensed Master Plumber.
If the Certification that was submitted to DOB indicates that conditions requiring correction were listed in the Gas Piping System Periodic Inspection Report submitted to the building owner, the building owner must submit to DOB, within 120 calendar days of the inspection, an Inspection Certification signed and sealed by the Licensed Master Plumber who conducted the inspection, stating that the conditions have been corrected as required.
If the Inspection Certification submitted to DOB indicated that additional time was needed to correct the condition(s) identified in the Inspection Report, the owner must submit, within 180 days of the inspection, an Inspection Certification signed and sealed by the Licensed Master Plumber stating that all conditions have been corrected.
All reports and certifications must be kept on file by the inspection entity and the building owner for 10 years.
January 1, 2020 – December 31, 2020
Districts: 1, 3 and 10 in all boroughs
January 1, 2021 – December 31, 2021
Districts: 2, 5, 7, 13, and 18 in all boroughs
January 1, 2022 – December 31, 2022
Districts: 4, 6, 8, 9, and 16 in all boroughs
January 1, 2023 – December 31, 2023
Districts: 11, 12, 14, 15, and 17 in all boroughs
Gas Piping System Periodic Inspection
Will be conducted using a certified portable combustible gas detection device. We will be looking for evidence of excessive corrosion or piping deterioration, Illegal connections, and
Non-code compliant installations and gas leaks.
The following conditions must be reported by the Licensed Master Plumber immediately to the building owner, Gas utility company, and DOB.
A Gas leak, Illegal connections or non-code compliant installations, a condition defined as “Class A” by the utility company, which is considered to be an imminently dangerous condition.
Every building is different. We would love to give a cookie cuter price but it just is not feasible.
Some of the things we will need to know to be able to give you a price is:
where are the gas meters located.
How many gas services do you have in the building.
Do you have a laundry room and how many dryers.
How many apartments in the building and how many have active gas.
How many feet of exposed gas piping do you have.
These are some of the questions we will need to have the answer for to be able to give you a price for the local law 152 inspection.
Failure to file an Inspection Certification before the applicable due date may result in a civil penalty of $10,000.00 from the city to the Building Owner.
The owner must submit to NYC DOB a Gas Piping System Periodic Inspection Certification (GPS2) signed and sealed by the LMP who conducted or supervised the inspection. At this time there is no filing fee requested by the city. .
